European Accessibility Act

EU Directive 2019/882, the European Accessibility Act, requires in-scope digital services placed on the EU market to meet functional accessibility requirements from 28 June 2025.

The European Accessibility Act (EU Directive 2019/882) requires a defined set of digital products and services placed on the EU market to meet functional accessibility requirements. It applies from 28 June 2025.

Its scope is broad and consumer-facing: ecommerce, consumer banking, e-books, ticketing, and audiovisual media services, among others. Each member state transposes it into national law with its own enforcement and penalties. Italy uses Decreto legislativo 82/2022; Germany uses the Barrierefreiheitsstaerkungsgesetz (BFSG).

Automated audits get you part of the way, but they confirm structure, not comprehension. The EAA is ultimately about whether real people, including disabled and neurodivergent users, can complete the journey. Behavioural testing with those users produces the evidence automated checks cannot.
